There is no legal limit for hardness
The Environmental Protection Agency sets no maximum contaminant level for hardness and no secondary standard for it either. Hardness is not a health contaminant. Calcium and magnesium at the concentrations found in drinking water are not harmful.
What hardness does is deposit scale when heated, which shortens water heater life, blocks tankless heat exchangers and damages fixtures and valves, and react with soap to form the film that leaves spots on glassware. Those are real costs worth spending money on. They are not safety costs, and a page implying otherwise is selling something.

Hardness is conventionally expressed as an equivalent concentration of calcium carbonate, which is why a report says "as CaCO3". That is a convention for expressing the figure, not a claim about what is dissolved in the water.

Is 250 ppm hard water?
Yes. 250 milligrams per liter is about 14.6 grains per gallon, which the USGS classifies as very hard. At that level scale in a water heater is a genuine maintenance and appliance life issue, and a tankless heater will scale fast enough to matter to its warranty conditions.
Why do labs and equipment use different units?
Historical convention on each side. Analytical chemistry reports concentrations in milligrams per liter, which is how every other water parameter is reported. The softener industry sizes on grains because capacity is sold in grains, and a grain is an old unit of mass that happens to make the arithmetic convenient for gallons.
What does "as CaCO3" mean on my report?
Hardness comes mostly from calcium and magnesium, which have different atomic weights, so the figure is conventionally expressed as the equivalent concentration of calcium carbonate to make results comparable. It does not mean calcium carbonate is what is dissolved in your water; it is a standard way of expressing the total.
Does a TDS meter measure hardness?
No, and this is a common confusion. A total dissolved solids meter measures electrical conductivity and estimates how much is dissolved overall, saying nothing about what. Water can be high in TDS and soft, or moderate in TDS and hard. Use a hardness test strip or a titration kit for hardness specifically.
Is there a safe limit for hardness?
There is no limit at all, safe or otherwise. The EPA sets neither a maximum contaminant level nor a secondary standard for hardness, because it is not a health contaminant. The decision to treat it is about scale in appliances, spotting and soap use, which are cost and convenience questions rather than safety ones.
